Kelly Hunter Foster

KHUNTERFOSTERProfessor Kelly Hunter Foster is Senior Attorney at Waterkeeper Alliance and oversees all critical aspects of case development and managing challenges to federal and state rule-making efforts. Professor Hunter Foster was responsible for the filing of the Clean Water Act and other legal actions to address water pollution. In addition, she has worked closely with the implementation of the Resource Conservation and Recovery Act and Comprehensive Environmental Response, Compensation, and Liability Act. She has conducted administrative, civil, and criminal enforcement of environmental laws and has practiced before both state and federal administrative bodies, district courts, and appellate courts.

Prior to joining Waterkeeper Alliance, Ms. Foster spent 14 years working to protect the air, land, and water of Oklahoma as an Assistant Attorney General in the Environmental Protection Unit of the Attorney General’s Office, where she served as the Chief of the Environmental Unit from 2001 to 2010. In that capacity, she was responsible for managing and conducting administrative, civil, and criminal enforcement of diverse environmental laws for the state and for representation of seven environmental agencies and two cabinet secretaries. She also oversaw the work of staff attorneys, investigators, experts, and outside counsel in state and federal litigation, and she conducted joint investigations and prosecutions with the US Department of Justice.

Professor Hunter Foster earned a BS from the University of Missouri Southern State College and a JD from The University of Tulsa College of Law.
